Most married couples have the car insurance in the mans name, so when the woman has the prang, its the male name the claim is recorded against. This give a false bias towards women having few accidents based on insurance claim records.
Women in general tend to drive less than men, so don't have the opportunity to have has many accidents, again, distorting the figures.
By measuring accidents per 100,000 miles, it gives an 'equal opportunity' for both sexes to compete on even ground, and the figures based on that measurement show its pretty much 50/50
