I think I'm correct in saying that in all Scandinavian countries it is compulsory to have dipped headlights on throughout the day.

I've driven in South America and they don't put their lights on until it's pitch black. Maybe if we did the same some people would drive better?

You should always take note of the weather and light conditions when deciding if your lights should be on or not.
Volvos have had "daytime running lights" since 1975. It's a safety feature.
What infuriates me most is those people who don't know when they have their fog lights on, or put them on at the slightest hint of fog.

In fairnes isnt it dark in the scandanavian countries for at least half the year..... probably why they need the headlights!

Agreed, or worse use sot lights at night as well as/instead of dipped headlights on well lit roads.

As a former driving instructor I have to agree 100% with what you've said. It's frightening the number of people who don't switch their dipped headlights on in poor visibility.
Other bugbears are fog lights on when there is no fog and those who drive in the middle lane when there's no-one in the inside lane.
I also hate black cabs in London... they pull out or stop without signalling and do U-turns without looking.
