No because real money like gold sovereigns existed before the state issued paper money. At first the paper was backed up by gold in the Bank of England then they just started printing it when they wanted to!
Gold always has a value whereas paper money can become worthless.

Not only "can", but "will". Throughout history every paper currency has ended up worthless, because governments are made up of thieves who can never resist the temptation to print just a bit more and a bit more. The Zimbabwe Dollar is the latest and worst example.
We have only had currencies backed by nothing at all since 1971. Prior to that, currencies like the ? were linked to the US $, and that was backed by gold. The US went off the gold standard in 1971, because the costs of the Vietnam War had fucked them, and since then currencies have traded against each other, but are ultimately backed by nothing, and the ways things are going, that's what most of them will be worth. Ever wondered how the US government can find the $700 billion for the bank bail out? It's easy when you can print the fucking stuff. Strange that when we try it they put us in prison!
