It's a mix of (i) of rather depraved background, and (ii) her own character and abilities. In the recent BBC film she was mentioned as "borderline learning difficulty" - which is basically saying that she's as thick as two short planks, but not quite thick enough to put her in a mental institution.

I read somewhere, (probably the local Brighton Daily Beano, so it MUST be true)! that she was actually starting to thrive in care. Having someone who feeds, washes and loves her is a starting block for someone who was starved of these basic needs in the first place.

Sadly Shannon Mathews is typical of what is going on in Britain and in truth what has been going on with bad parenting for a loooong time.

You have to understand that there are millions of Shannon mathews across the UK right now, hence the NSPCCs set up years ago and why spcietys problems will never be resolved for all the young peoples lives it has ruined in infancy.

Maybe her mum was the same and is subconsciously repeating the pattern why she doesnt see herself as evil and tries to bail out with her bull shit reasoning.

However, Shannons silver lining may be because she is the centre of this new storm she may well have a chance at having a better life than what she had previously even if she does end up in care because she is a media baby now.

I just fear for the future of the silent hundreds or millions that dont get the exposure that Shannon has got.

Some like baby P get it too little too late. At least Shannon can write a book ad it wil sell millions at least giving her some financial security for the future.

Maybe Max Clifford can sign her up and the moment she becomes rich and popular everyone will just get bored of her.
