Nothing but a cynical tax raising ploy - if they wanted to crack down on hooligans they could just arrest and jail them for 6 months. Instead of that, the police give them a bed for the night and send them back home to do the same stuff again next weekend.
I doubt whether this will actually happen though, because NL and Brown won't be elected again - they're just talking the usual nanny state crap in the meantime.
If it did go through, why penalise all drinkers for the antics of a few hooligans? - the quicker they kill themselves on drink/drugs/stabbing each other, the better for the rest of us.

The problem isn't about the price of booze - it's more a deeply ingrained social / societal mindset that's been getting worse among young people in the UK for years, and will now take another generation (at least) to even begin to put right, let alone eliminate altogether.
You only have to look at other European countries where booze is much cheaper, and yet this social problem doesn't exist.
The only way to make binge drinking (a phenomenon that's pretty much unique to the UK) "uncool" is to make it socially unacceptable in much the same way as has been done with drink driving and like they're now trying to do with smoking.
Knee-jerk reastions like penalising responsible drinkers (who still make up the vast majority) for the conduct of a loutish minority simply won't do it - although a targeted measure like banning "happy hours" might go some way towards alleviating the problem a bit, as "happy hours" are specifically targeted at young, irresponsible pissheads in the first place.
As JH says, it's just more nanny-state nonsense from a discredited lame-duck government.
