Just pulled up todays TV listings for the channel Max:
don't look too appetising to me.!disaster!
Think it must be pretty similar to the Gaelic channels that are shown up here in Scotland, both the BBC and STV are required by law to show a certain amount of Gaelic programmes (usually with English subtitles) on terrestial tv.
Then of course you have BBC Alba:
So it is a fair chance that this channel exists simply because the Welsh government say so ...

PEOPLE think Stephen Hawking is so clever, but when you ask him a question and he is typing in the answer on his little screen, how do we know he isn't just looking up the answer on the Internet?

S4C (Sianel Pedwar Cymru) exists because a Conservative government of the early 1980s said so (under pressure from Welsh speakers). Long before devolution.
