Have checked with my better half (Classics, Birkbeck), and she says that:
a) my pedantry is insupportable without an original source (and it unfortunately seems to be an undated, anonymous adage), as:
b) the Lats usually went in for economy and pithiness, eliding verbs wherever they could.
So the majority for once appear to be in the right.
