I found a free programme called Peck's Power Join which seems to work fine - dead simple too. Do a Google search and you should find it.

A great programme if you want to buy one is from:

It will join and convert avi and mpegs to each of the other. I use it quite a bit for my web sites ;)

This program is ok for small website based videos etc. If you want to make something serious with maximum quality then TMPGENG is the programme to use.
Panasonic MPEG 1 Encoder or its plugin for Adobe Premiere is not bad for making vcd MPEG files but TMPGENC is still by far the best quality encoder for VCD and DVD compatible MPEG files. Sure it takes longer to encode than all the others but the quality it gives out is worth the wait.
