'Devil's Design' - an amazing film

Has anybody heard of an amazing film by Tornado Productions called 'Devil's Design' made I think in 1998 and starring Robert Malone in one of his best roles. I think it's probably a Harry S. Morgan gem. Please get back to me with any information.

Not 1998 for sure. At least 1997 if not earlier.
