Going solely by the cover I can see Stanislava, Karma* (back top)
and (I think) Julie Silver* in a wig (back bottom). The large back
illustration (wearing the fetish collar; also front bottom-left)
seems familiar. Thoughts?

If you are actually talking about "Heidi 3: Das grosse Almficken"
I would fully agree with Karma & Julie Silver.
As this is part 3, it could be from the early 2000s and possibly be
a yet unknown earlier start for Julie; I'd dare to say it obviously is the case!

Stanislava is bottom left in a blonde wig. In the scene there is a brief suck and penetration shot, which though unclear, you can see from the nails and a mole on her face are her.

It's not very clear, but there's a shot of the face, and you can see a light mole under her eye which matches Maria - which makes me think it isn't faked and is her:
