Yes you can be topless at 16 but I would not open a website for that.
Its one thing appearing in a UK newspaper topless at 16 where the paper is only sold to the UK. Its quite another featuring the girls on a website which can be viewed by anyone around the world and thus making anyone outside of Europe a criminal just by viewing the site.

Thanks for the comments guys, has certantly given me some food for thought.
I've already got a couple of girls willing to do some pics, but as some of you have pointed at that under 18s need to have the model release signed by a parent, so this is definately a issue.
Some interesting comments too about "is Page 3 porn?" I mean the pics I'm hoping to put up are fairly mild...but nevertheless, mild or not I don't want to end up banged up!

I'm sorry but all newspapers these day are not just uk based sold and can pick up a uk paper worldwide these days. for example back in 1998 when i was living in america i used to beable to get uk newspapers ok it might cost you more but they were available.

On the other hand, in roughly half the world, viewing photographs of any kind of female nudity (regardless of age or strength) is illegal, which would presumably mean that no website should carry any such material. That is what you seem to be suggesting, but sites cover themselves with the "looking at images of nudity is legal in my country or state, and I am over the required age to view such items" type message that adorn the Enter/Exit buttons. So long as the mooted "topless 16 year olds" site is hosted in an nation where such material is legal (ie not the USA) I don't foresee any major problems, other than the difficulty of obtaining models and the possible reaction from the "Moral Majority".
It's very difficult to legislate against 'non-provocatively posed' topless photos anyway, as who can prove the age of topless sunbathers on the beach or topless women on boyfriends' shoulders at open-air rock concerts? Photos of both are regular news media images.

The pictures do not feature "lascivious" (ie the legs completely spread) genital shots. Images of nude females or males of ANY age are considered legal as long as they abide by this rule.
The Americans seem to have double standards IMHO. They are currently doing a roaring trade in the under 18 "non-nude teen model" market. Now these sites are not nude or topless, but IMHO some of the shots are much more likely to arouse (somone of such a persuasion) than an artistic image of a 16 year old female model's breasts. Check this link to see the full list of a company called "Webeweb" and their sites.
My point is, if the USA will allow these sites, yours should have no problems whatsoever!
