What I find interesting, though, is that OFCOM will only allow to be shown what the BBFC would pass at 18. But some of the stuff that is on these channels the BBFC would routinely cut such as semen.

Agreed that Jack Straw opposed strong R18, I said "The Government opposed it but there was no backlash.". Like you say, Jack Straw went off and sulked. Labour could have whipped up a media frenzy and brought in a new law, made it more difficult. They didn't. No political pressure group campaigned for it either. That's my point, it was not political suicide to be in Government when strong porn was made legal.
And you are quite right, rules about semen are inconsistent.
There seems to be a bit of leeway on encrypted channels, but it is very small.
As for Free To Air, the rules say the models can't even drip sun tan lotion on themselves in case someone totally stupid thinks it looks a bit like semen. (I know they do, but it's not allowed and means Ofcom have freedom to punish a channel whenever they feel like it).
