The best way I know is a two-stage process.
First copy them to DVD using a top quality VCR ideally with time-base-correction and a major brand DVD-recorder so you have the films in a modern media format to archive.
Then rip the DVD's to AVI or MP4 balancing file size and quality, given that by todays standards VHS isn't great resolution anyway.
