Going by the current Cameron Diaz situation this model release business seems to be a bit of a grey area.
The photographer who took what are rumoured to be fairly explicit shots of her ten years ago claims she signed a release but she says she did nothing of the sort and he has faked her signature.
She is obviously wealthy enough to persue this through the courts but you wonder how many girls this might have happened to who have no means to take similar action.

From what I have heard, model release forms are not worth the paper they are written on.
They are just a copy of a USA setup.
As yet, I do not think any model in the UK has taken anyone to court for publishing pics without a model release.
The way it stands is anyone can be photographed or filed in a public place. Such as outside in a park. I watch a TV show a bit back where somone was being filmed in a police station, the chap (who was arrested) said he did not want to be filmed but the desk sorgent said as the police station was public place the TV crew was allowed to.
The other point is, think about the sUnday Sport, all these exclusive shots. Many without the models perrmishion.
I would say the reason why a model release is used, is mainly to prove the models age. Ie, she writes on the form her age and birth date, as such if somone says she is 16, you have proof she was 18 or older. It also proves she was fully awear that she was being shot - ie not druged or tricked.
In the USA you also need a property model release. Ie, if I came to your house and filmed a girl, I would also need a release from the house owner to allow me to film there.
The other problem with model release forms is this. Mr Brown (made up name) photographas a girl nude. He does not ask for a model release. Six weeks later he photographs her clothed but get her to sign a model release. 3 months later she is on a top shelf mag. Now how does she prove she signed the model release for one set of pics and not the other.
Also you could argue that if a model release simply says that the model releases all rights to any photographs taken, such a contract could apply to any shots taken by anyone all her life.
