It's difficult to say whether D.Warren makes the grade because so many of her songs get turned into pure bilge at the hands of the artists/producers she writes for. If she's ever written anything as good as Fool on the Hill then I've yet to hear it, if you see what I mean. The writing is one thing - the interpretation another (witness J.Cash: taking only an average song - Nine Inch Nail's Hurt - and turning it into something that left you speechless, and that was without his demise/deathly video).
Spruce Bruce I've got a lot of time for, though. Especially his more nuanced - Nebraska/Tunnel of Love/Tom Joad. Good stuff.
