I would think the cost of sending a camera team anywhere in the world is relatively cheap compared to producing a drama. Chances are they have resident reporters there anyway. I think the BBC are trying to spread themselves a bit wide - and banking on the license fee (legalised extortion) to do it. I think they provide a reasonable service overall, but the method of funding needs to be changed to allow advertising between programs and funding from the already high taxes that are extorted from us.
