Yes, if there's anything more than a few quid left in the budget at the end of the year then the budget for next year get's reduced to about 90% or less of what you ask for. Usually most departments would buy only what was absolutely necesary or things they had budgetted for and be as tight as possible throughout the year, in the new year they'd start thinking about what they'd like to have and see if they could afford it with what was left, then buy it before the budgets closed at the end of February. The year in question though the budgets were closed in about the third week of January just so the school could un-fuck the mess made by this one asshole.

More like an interesting bit of unsubtantiated pub talk.
These are more like the facts:
Chinese army roughly = 2.8 million (ground forces alone):
All UK healthcare personnel, including private and voluntary sectors= 2.2 million

Actually 1.25 million people work in the NHS, that covers ALL employees paid for out of our tax. (figures as at the last election) There is no other organisation in the world, larger in employment total and having an never ending budget.

Both !
Most of us cannot waste money, we are taxed, taxed and taxed again and all I see for all this tax is waste. Its a shame, but thats Brown's Britain and once hes in No 10 and the next election in the bag he will squeeze us until the pips pop out. And what will he do with all this money ??
No other party is now offering tax cuts so there loads to look forward to in the future.
