my understanding of open prison was that it was for "low risk" prisoners and prisoners nearing the end of a sentence. not prisoners considered a risk to the public as these two are. not just an error then, a massive error for which heads should roll.

you are right, as what I said before, an error a mistake, a cock up
the people who made it are human, are you good enough to do the job they do , or have the balls to do it, knowing full well if you make a mistake the shit will hit the fan or the much better placed people in the community ie you, will castigate you to all ends of the earth for being human
get some reality or if you can do a better job, do it, otherwise get some perspective
