Easier said than done. Dreamweaver is a complicated and expensive piece of software. You really need time to study and learn it if you are going to get the best out of it. You also need some design sense, if not talent, if you are going to produce a credible contempary site.

The challenge is not putting the web site on paper as such it is the actual designing of the site which is the challenge.
Anyone can use tools such as Dreamweaver, Frontpage, GoLive, Word etc etc and knock up a good site if they have a good paper design to work from.
On the coding side, I used to use Dreamweaver for everything and I still find it is the best of them all as it doesnt add too many unnecessary lines or tags etc all of which add to page size and therefore download times - Frontpage and Word are very bad at doing this.
However, I have now taught myself HTML and am in the process of redesigning my site completely using hand coding and it is much more flexible as well as hugely rewarding (I lead a sad life!!).
If you decide to use a third party company the most important thing is to ask to see a portfolio of at least 5 or 6 sites in advance and make sure they dont all look the same. When I started out I approached lots of companies and they were basically each using one good design which was regurgatated over and over again for multiple clients.
If you want some free advice drop me a mail and I will be only too happy to help you out if I can.
Cheers
Jason
