I see both sides...................surprisingly.
A 10 year old boy/girl wouldn't see any pornographic pictures/movies whilst passing a sex shop. For that they'd have to enter, and would be kicked out within seconds.
That same 10 year old boy/girl on the internet can browse these images for as long as mum isn't looking. ANY 10 year old can click 'ENTER' - I PROMISE I AM OVER 18!': and this is a new phenomenon regarding children's access to pornography.
Of course it may be a surgical strike, on pornographers, by the government just using children as their motive, but you cannot deny that any child with internet access can view just about anything and no-one can currently stop them.

This is why there is Safesurf, ICRA, Cybersitter, NetNanny, Cyberpatrol optnet to name just a few. And let's not forget responsible parenting.
However the whole "lets's protect children" argument just does not wash I'm afraid. Williams report 1979, Cumberbatch report in 1990, Kutchinsky, Diamond....and let's not forget 2000 when the BBFC couldn't find any evidence either.
So there are parental controls available and even if children get acces to it there is no quantifialble evidence that the material was liable to 'deprave and corrupt'.

Parental controls do not always work though. Even schoolkids can get through to the odd porn site within school! I know, my 9 year old niece accidentally came across a pornographic image on 'Google Images' whilst searching for 'the plague' for some course work at school.
Responsible parenting can help, but you cannot watch children 24 hours a day. I know this because I remember my childhood! Children are experts at going behind their parents' backs!
