I know a french guy, who part time does photography, semi-professionaly, he is a 100% foot fetishist, he gets sexually aroused by looking/touching or even just talking about womens feet. All the people I know who are seriously into feet, stems from a life-changing situation either pre-puberty or at puberty concerning feet.
