It is indeed a very murky world of mirrors, the 'intelligence' game, and there is no doubt that all agencies are invovled in dealing, double dealing and long term plays, some official and some not. Whilst shooting a doco on Lockerbie, I met a range of absolute nutters, most of whom were supposed to be on 'our' side. These people are so deep in the swamp that I doubt if some of them even know whats going on.
You can be sure of one thing though. No matter how far off the radar these guys get, their, 'our', governments will support them and deny it all. For instance I dont doubt that some recent bomb outrages in Russia have been perpetrated by extreme elements of the Russian secret service, to discredit Chechens etc. Putin would never admit it publicly. MI5/ Special branch were heavily involved in the targetting and killing of dozens of people in NI during the troubles.
The US intelligence agencies probably thought that as OBL had been their 'boy', he could still serve a purpose. I dont think for a minute that that meant they wanted him to do what he did on Sept 11.
