Actually the "Care in the Community" concept started out in the 1960's, and it was championed by the so-called professionals, not politicians. Enoch Powell was the Health Secretary way back then when it was first brought in. Successive governments might have cottoned on to a nice little earner in closing down the mental hospitals and flogging the sites to builders, but the idea did not come from them, and they could not have implemented it if the mental health "professionals" were not backing it all the way.

Back in the 60's, they thought mental illness could be treated with drugs, and there was no need for Victorian style asylums. Some of them were huge, like small towns, and the people in them did get institutionalised, but at least they were looked after. Care in the Community is a bullshit idea which has simply beome medical orthodoxy, and no health minister has had the guts or inclination to fight the medical establishment over it.

Kieth. I am no fan of the Thatcher creature, niether am I a fan of the Blair muppett, his government have had 10 years to get mental health issues improved, but all they have done is waste the oppurtunity, I dont agree care in the community works, it depends on your community, there are very few of those left, if you have a mental Illness, you should be able to get treatment in a specialist hospital, not an institution.

One in four people in the UK is referred for treatment under the Mental Health Act during their lifetime!
