Thing is, Spurs have delusions of grandeur - back in the '80s they used to one of the "Big Five", remember (along with the two scouse clubs, Man Utd. and Arsenal).

So whereas 5th might be considered a success for the likes of Bolton or West Ham or a yo-yo club like Leicester or Sunderland, it won't be at a club like Spurs (who've won sod-all since 1991).
