Hmmm...
I kinda agree to a point. In actuality, Arsene has plenty of money to purchase players but refuses to use it. Spending more money means bigger players and egos to deal with. A good manager -Ferguson/Mourinho- can deal with big egos as well as the training and tactical side.
Man Utd's -and now Chelsea's- spending is also due to the fact that selling clubs up the tranfer fees when dealing with clubs that are willing to pay more. If West Ham had wanted to buy Carrick back from Tottenham, and the player expressed a wish to go there, Tottenham would never have asked for ?16million. I'd have said ?10-12million at most.
Your Liverpools, Man Utds, Chelseas, Real Madrids and Barcelonas will always pay more due to a past tendency to pay more.
If Arsene spent big money, on big players, it's not guaranteed to be successful as I'm sure bigger players bring different problems to manage. Arsene is comfortable at spotting -or at least his scouts are- youth, and moulding them into fantastic teams, that play attractive, expressive football. It's his forte; his comfort zone. He's nearly always had money available, as many Arsenal fans will frustratingly tell you.
Liverpool, Newcastle and Tottenham all know that massive spending doesn't always mean success in the league.
