There are -at least down here- English and Irish travellers (who rarely mixed in the past), so 'pikey' cannot describe a single ethnic group. Anyone using it in a derogatory way, aiming at a particular ethnic group because you're a bigot, is showing even more ignorance on that person's part.
'Pikey', in reality, is more of a class slur.
