Couple of theories Steve, one popular one is it's an accronyn of WithOut Papers. Referring to Italian immigrants in the USA.
Or it refers to an Italian word which refers to handsome men and foppish characteristics. But that word is pronounced differently so it's unlikely.
Or, and most likely it's derived from the word Guapo, which is Spanish and refered to peasant Italian grape pickers.
