The last thing the organisers would want would be little or no reaction from the locals. If that happened, they'd turn their attention to each other and start disintegrating from within - just like any organisation without a real purpose.

It is foolhardy to trivialise this when their "Al Quaeda" cousins were so successful in 9/11 and lets not forget they still havent caught Bin Laden yet and may never do so.
