You need to phone plod,it will be recorded as a crime.If it happens regularly 3 or 4) then they should be bothered to set up a camera.Dont spend any money its up to them.If they still dont do anything make complaint.Not sure where you live but if its a high crime are you my have to stamp your feet a bit.

What police force is it, my mate had the same thing and our coppers came out and put cameras in and caught the turd, you have to nag the neighbourhood police or whatever theyre called in your area, it does require a RIPA authorisation so it may be that it was a senior officer who couldnt be arsed not the plod as its the senior bloke who has to give the authorisation and its a fair amount of paperwork.
