i suspect you may indeed be wrong, as the majority of content shot for tac/tvx is already h/c - even if a full account of the resultant proceedings cannot be transmitted due to current iba guidelines. however, if a serious threat IS posed to their status as premiere broadacasters of adult material to these islands, it would be v. remiss of them not to take whatever steps are necessary to maintain their top dog status.

i think we will end up with h/c being broadcast into our living rooms, not as a result of any enlightened legislation on the part of our overseers but simply because circumstances have arisen which afford them the chance to fudge the issue sufficiently, allowing them to wash their hands of any culpability.

in other words: "yes, it's filth but it's not OUR filth! blame those randy continentals!"
