Firstly I've outlined the hypothetical. It's hypothetical because he never got into power and did what he said he would do. This is clear.


I'll concede that you're only referring to something Michael Howard said. My mistake. But (and it's a big but), what's the point of quoting MH's policy if you're not alluding to what he would have done if he'd have gotten into power? The quote on it's own is pointless unless you want someone to ponder such an outcome; an 'if only' affect. No?

I can't see how that quoting makes sense otherwise.
