This early in the year it was probably a queen wasp looking to build a nest. If she succeeds you will really have problems in August!

In my professional capacity as an avid Bird watcher
I'd say it was the diminuitive Honey Eater,miles of course

My logical Reasons:Right colours and when they flap their tiny wings if your in the wrong state of mind you could be mistake it for an overgrown bee of royal descent
