My mate had talktalk when he moved into his new home last year. At busy times he can't get on and is going to change.
Another mate of mine pays Tiscali ?15 a month for 2mb speeds. It's unlimited though.
Check to see if you can get Be* first.

Not a very good list as it only rates ISPs on price/popularity/speed etc.
Most people just get the cheapest package offered, or just get one everyone else seems to have. That's why BT and Virgin are at the top. In the UK you've either a BT line, or cable.
Cable(Virgin) always served me well, although since Virgin took over from NTL that speeds weren't as stable (I was on 4mb).
I've wanted Be* for over a year, but my exchange was only enabled from Oct. It's the only choice if Trumpy has it in his area.

how come d/l speeds are 6 or 7 times more than upload speeds or is that the norm?

Because most people download more than they upload. ISP's down want to spend bandwidth on increasing something 80% of surfers don't even think about.

If you click on price/popularity/speed etc the list changes
Be tops it for speed
I agree cheapest in my experience is just that
You only get what you pay for
