Gotta disagree with that one. I strongly suspect it is race motivated...simply because its about Africa and its hard to escape the fact that we are talking about aid being given to people who happen to be black.
And I see a huge difference between those sitting on there arse and can find work and those sitting onthere arse starving unable to find work in a country where a loaf od bread is being sold at 150000 times more because of inflation.

The same tired old hackneyed bleeding-heart mantras that get trotted out as excuses for the inability (or should that be unwillingness) or many Africans to help themselves.
I'll concede that African governments are partly to blame - corruption and asset-looting being rife on a massive scale (just one small example among many: just where did the funds for Mugabe's luxury lakeside mansion come from, I wonder, while his people starve).
But how can a "donation" of 100 million (in the form of 20 million mosquito nets paid for by the UK Treasury) put the continent in more debt?? That one really puzzles me.

And as for writing off the debts - Western governments have written off shedloads of African dedt over the years, and continue to do so. So that makes it ok not to help thousands of people when some mad despot takes over a country then does it. Lets swing it around another way then. I believe britain entered the war and sacrificed many of its own people when germany invaded poland.
