Emily, it's all to do with responsibility.....from all sides.

Most of people in society refuse to see it as their responsibility and so blame the victim. The victims blame anyone but themselves because it's the easy option.

The difference between these conflicting ideas is that society has these views through ignorance and should know better. It's easier just to take the piss though....makes them feel much more superior you see.
