Typical Blatter,appeasing one side for Political reasons with an idea that has no chance of being implemented
Aside from the legal problems of enforcing his idea, the FIFA chief forgets one crucial point - in the case of English football, there is not enough local talent to fill the boots of the foreign players.

Exactly the point i was making Alice.Arsene Wenger is 'sort of' right when he claims that English football is not producing enough talent like it's European neighbours.But they still should be given a chance imo.
When the Premier League inugarated in 1992 there were only 10 foreign players,this has increased to nearly 270 today.The irony is that even when there were more English players than foreign players,the England national team still was'nt any better.It's only since the emergence of the skillful foriegners to grace the Prem ie:Zola,Bergkamp,Cantona,Ginola and most recentley Ronaldo,English players like Gerrard,Lampard,Barry, etc.These players have got better through foreign influence.
The lack of English managers coming through is also a problem.They simply need to given a chance,rather than being thrown on the scrapheap.

If you dont start teaching the youngsters at ages 8-14 and playing Futsal

The answer is to improve coaching at its very basic level and instead of trying to natural athletes into footballers, turn natural footballers into athletes. If Lionel Messi had been born in Rochdale rather than Rosario, he would have been dismissed as too small and too weak. That?s the crux behind the problem that Capello is now tasked with fixing.
We don?t need an overseas quota to artificially force English players into the big-time. We just need a talent pool that can eliminate the suggestion of an overseas quota in the first place.
