According to Peter Rogers obituary in the Guardian, after the forth film he offered all the actors a "commonwealth deal", where they could take a share of the profits instead of a flat fee.
The big stars couldn't agree on how the share-out would work and argued about who would get what. As a result they kept the flat fee system.
Rogers know this would happen and he was quite happy to keep the status quo anyway because he kept more money that way.
