We can argue about what Labour's motives were in this relaxation of the law, or guess what the Tories before them would have done under the same circumstances all we want: it's all conjecture. What DID happen was that that relaxation came in under a Labour government and NOT under a Tory one.

Something that a lot of people posting on these boards should be thankful for and may be, in part, what keeps them paying their rent/mortgage.
