Fraid to say its not a Police Matter, its noise pollution so its a council issue, and given that its a drunk there's fuck all chance of anything being done.
Given that various governments have crippled the more old fashioned approach of policing whereby you cCOULD ring the Police about it and they'd send someone round and sort it, now it it doesn't fit into a targets box Senior officers couldn't give a stuff. targets = performance = happy politicians = more votes = happy politicians = pressure reduced on plod = more tick boxes and a very climical way to policing.
Do what they do here in Northern Ireland, start by waiting for a dark night, get yourself a few bricks and put the cunts windows in. makes sure you cover you're face, wear gloves and unidentifiable clothing, you'll never be done for it unless you're caught red handed.
