They may choose to experiment with drugs (which given their lack of a viable future is often hardly surprising), but once addicted they are at least partially less responsible for their actions. And while a compassionate and reasonable penal system may recognise this and attempt to do something about it, prevention would be a far better long-term option.
I have met MANY drug-addicts, and NEVER has one said they're 'happy' with their situation. To understand is not to condone.
Nah, you're right- let's just say, 'one strike and you're out', and plough them back under for fertiliser. And give up any remaining pretence to being civilised.
