If the Council has clearly marked part of the Pavements as Cycle Lanes, & put up lots of information, then yes you can use the pavements, ONLY as long as its the Cycle Lane part of it.

There was an Update today on the Radio, they had a discussion on this Topic, turns out some London & Midlands based Pro-Motorists Groups have been lobbying Central Government for the last few yrs.
Seems that they feel that as Cyclists use the Roads, they should ALL BE FORCED to wear Relective Jackets, Pay for Cyclie Road usage Insurance, Pay for Road Tax, & Pay to have their BiCycle fitted with a License Plate.
They have not decided if the Owner should have a License Plate ID on their BiCycle, or embeded onto their Reflective Jacket.
Whatever the state of the License Plates, the Cyclists MUST WEAR the Relfective Jackets AT ALL TIMES!
Cyclists should NOT be given "Special Priviledges", as they are just "other traffic" on the roads.

What will they do next?
Force Horse/Pony users who ride on the Road to have License Plates/Insurance/Tax?
What about Moms or Dads who push their lil kids in Pushchairs/Prams? As they are "Wheeled Vehicles" & that the Old Law dating back to the late 1800's/early 1900's states that, ALL WHEELED VEHICLES, no matter if they do, or don't have engines, MUST be used on the Roads only?
Pressure Groups, Politics & Power

As much a scourge to all the right thinking intelligent individual as the politician is the rise of the pressure group. The "Pressure Group" is as much a gift to the politician/lawyer (let's lump them together seeing as most MP's have their nose firmly in the trough of law as well as business) as any form of taxation or bungs. What has happened over the past 30 or 40 years is some idiots get a bee in their bonnet about somesuch issue and blow it all out of proportion, and as (coughs) we all have a "right" to air our views and lobby Parliament, every Tom, Dick or Harry has been encouraged to form some pressure group. This is music to the ears of the legal profession as the politicians can then ensure their overpaid mates are kept in work! Got a complaint? Why, they'll draw up some legislation! Keeps everyone happy, the moaning minnies think that they are having something done for them, and hey the wronged party can then cry "foul" and complain about some other group, just as the dickheads in the motorists groups are now attacking (their only form of defence these days) cyclists.
What a stupid fucking vicious circle, the only winners are the lawmakers.
Everybody is being shafted and all they can do is point at people they, in their confused state, think are not being "as shafted as they are", lots of lovely stealth taxes for the state in the form of fines etc and the like of Blair can keep his godawful wife and her cronies in the money for many years to come whilst the quality of our life grows poorer and poorer.
Where is it all leading if not a complete Orwellian nightmare a la 1984?
Perhaps we should hope WW3 comes sooner rather than later cos society is eating eatself and something needs to happen to get it all back to basics rather than the current worldwide trend to sustain the sustainable.
