For my money probably Hitler.
He created the politics and the party to turn a nation to the "dark side"
Stalin on the other hand took over a system already well established.

No one voted Uncle Joe into power. Hitler however persuaded a nation to vote for him before he became a dictator.

Yes, but he learnt a few things at Lenin's feet.
The latter was fairly sanguine about any significant loss of life in the
'cause' and was perfectly happy to liquidate enemies.
The pupil outshone the master.

It's idle speculation, but I don't think had he lived, Lenin would have
been as bad as Stalin. Joe was a textbook sociopath.

As far as I recall, Hitler didn't win the election. It needed the president, a senile old soldier called Hindenburg, to invite him to form a government---and from there the intimidation and bullyboy tactics steamrollered.

Biggest party, sure, but don't think they had overall control, until Hindy (or more likely his advisors, seeking to keep those nasty commies at bay) decided Adolf wasthe best bet.

And yes, I'm plucking these vague memories from my head without checking, so I'm probably wrong.
