The thought behind this is probably that underage people should not be regarded as lust objects. The fact that a model is not really underage makes no difference if she has been made up to look like she is, because that would still be catering to a sick audience.

That's even more confusing. In Germany for example, it infers that filmed solo masturbation is OK at younger ages than actual sex. I'd assume that something along these lines has been the case in the past with the Seventeen films, usually a 50/50 mix of solo girl scenes and sex scenes. The girls in the sex scenes being almost certainly over 18, whereas the solo girls may have been a year or two younger. Do such grey areas exist in continental law? I saw a European version of a Ben Dover film a few years back where one of the female performers stated she was 17. However, she did not have penetrative sex, merely gave a blow job. I assume this was another grey area dependent on the actual acts performed. It's all so damn confusing. I wish they'd make things simpler by only featuring performers over retirement age.
