In the Netherlands:
Younger than 12: always punishable.
Younger than 16: punishable if a person concerned (a parent for instance) complains to the police.
Homosexual or heterosexual makes no difference.

there is a very detailed website, which covers most countries, with extensive notes, covering hetero, gay, and lesbian consent. especially detailed for USA, as there is a lot of differences between states. also i was suprised to find that northern ireland it is 17 not 16, as for the rest of UK.

That was the initial logic behind it: to prevent gay paedo 'grooming'.
And there must be no more than 2 years between the partners, under the age of 16. So a 24-y-o fucking a 15-y-o would be prosecuted.

I particularly enjoy the hypocrisy of press and government in whipping up this retributive frenzy while simultaneously launching sanctimonious diatribes against those who take the law into their own hands..............
