I agree with the sentiments, but the owners aren't going to change or take responsibility. The dog licence is unenforcable .
In an ideal world, people would train their pets and ensure they were safe in public. But this is a world where puppies are abandoned as unwanted Christmas gifts, where greyhounds are killed by unfeeling owners when their racing days are over, and where the dogs you own and have looked after are more often bought as status symbols by those wishing to appear hard.
The punishments meted out to those responsible for cruelty to animals are laughable; the punishments for those whose dogs rip children to death are little better.
