Not sure exactly what you're talking about, but this is what you said:

Emphasis on the "didn't mean to kill them".
This is causing death by dangerous driving, not manslaughter.

And this time it's an even bigger mistake.
If you delberately ran someone over and killed them it would be murder, not manslaughter.

If you kill someone by running them over it's no different to shooting or stabbing them to death. It's murder.

If the driver did not intend to kill or cause grevious bodily harm, but killed someone by accident but as a result of their own dangerous driving, the charge would be causing death by dangerous driving.
If it was an accident - which is what you were talking about - the default charge is causing death by dangerous driving.
I hope that's clear.
To be manslaughter the incident would have to be clearly NOT an accident, but deliberately driving into someone, say with a view to damaging their car or perhaps shaking them up, but at the same time not intending to cause death or grevious bodily harm.
