If they prevent you working the pedals properly it would seem silly to
wear them- it's not illegal, more a matter of common sense. The cause of
the inattention is peripheral to the issue.

Well, I didn't subscribe to the above analysis anyway.
But while it might be merely 'silly' to wear high heels if it affects your safe
driving, if as a result of that decision someone is killed or injured then the
matter becomes culpable- criminally so.
I have never understood why decisions that affect one's ability to safely
control a potentially lethal piece of machinery are treated in such an
apparently derisory fashion.

Absolutely, But the latter is still a real and non-trivial risk. Wear a pair of
pumps, and change when you get to the party. How hard is that?

Indeed; a lot of the legislation is perverse and even obstructive. I think
there's a general misunderstanding of the statistical basis for risk-
assessment [particularly within the HSA and amongst politicos and other
soap-boxers]
