The best part about the Misc Provisions Act which governs the allocation of sex shops is the allocation. From Memory I think it's 12(3c) which says that a local council may allocate any number of licenses that it sees fit for its area. THEN! at the bottom of the page in a 6 point font a footnote explains that ZERO is a number and may be allocated.

So, when you ring the council and ask them if they have an allocation they reply yes. You send in your money. They send back only half and tell you that the allocation was Zero.

Nice work if you can get it.

As any good mathematician will tell you, zero is NOT a number.
But it does represent the collective IQ of all the councillors in the UK, curiously enough.
