You're probably thinking of OFCOM - which will replace the ITC in a couple of years time. In the meantime it's business as usual.

I wonder how long it'll be before the 1990 broadcasting act is updated and hardcore porn is legal for UK digital subscribers-not long,surely?
There must be a potential broadcaster out there that realises that the EC broadcasting directive is a way of getting a foot in the door and challenging the governments proscription order should there be one, even if initially it only offered subscriptions via a satellite other than sky's, it would be a start.
Hopefully, the ITC will see sense and not keep running to the secretary of state, like a sycophantic prefect every time they think some 'wrong' has been done, then maybe things would change.
I know there are hardcore channels out there, and how to get them, but it's seems to me that one shouldn't have to go the extra mile (extra dish/receiver/cam/legal/pirate smartcard, etc)when the technology is right under our noses in the form of digital cable, terrestrial or satellite receivers.

I've seen blow jobs on 18 cert videos. Last I heard they passed it if it was in the context of 'educational' and didn't last very long.

The government have indeed stopped making proscription orders against hardcore TV channels. I think they realised they were in a no-win situation due to the constant launching of new channels and they did not expect Rendezvous/Torrid/Adult X to threaten them with a costly legal battle at the European Courts of Justice. Due to the fact that skys digibox uses a scrambling system that no-one outside the uk uses makes it difficult business wise for hardcore channels to get a foothold in the uk if they also wish to serve customers in mainland europe.
