I agree. A lot of sites out there seem to regard any girl over the age of 25 as a MILF. Of course, it is more than possible that a girl of 25 or 26 is a mother and would thus, technically, be a MILF but to me she should be AT LEAST 35+ to have the term applied to them. Or, if not that particular term, then the less frequently used term of Cougar (which I believe is meant to represent attractive older women who do not have children).

I think Cougar is used to describe older sexually voracious women who pursue younger men, I'm not sure their having or not having kids is material.
